Quick Facts on Unemployment Insurance
Established in 1935, the Federal-State Unemployment Insurance Program provides unemployment benefits to eligible workers who become unemployed through no fault of their own. In most States, the benefit funding for these programs is based solely on a tax imposed on employers.
Currently, all States administer a merit rated unemployment insurance system. This means an employer’s tax rate is calculated based in part on their unemployment claim history. Consequently, the more employees that collect unemployment the greater the cost to the employer.
Due Process is given to Employers when an unemployment claim is filed against them; however, in most cases the burden falls on the employer to demonstrate that the claimant (former employee) resigned for reasons not attributable to the employer, or that the claimant was discharged for misconduct connected to the work. If either of these issues can be established, employers may be excused from funding an unemployment claim.
Keeping in mind that both Employers and former Employees are allowed three appellate levels during the process of an unemployment claim it is essential to ensure that employers respond to each level of claim with the greatest detail possible.

Flexibility
Each employer is unique, with different goals and objectives. When it comes to unemployment cost control, the “one size fits all” approach just doesn’t work. Flexibility in program development is a critical factor that separates UCA from other vendors.


Fresh Approach
Unlike other vendors, UC Advantage does not operate in a call center environment. Each UCA client is assigned a dedicated service team. This five-member team develops a specific, customized communication model. Teams consist of: a claims analyst, an appeals coordinator, a tax analyst, an auditing specialist, and an account executive.

Jason E. Hynek
Jason E. Hynek is CEO and Founder of UC Advantage, Inc. (UCA), a nationally recognized leader in unemployment claims management (UI), automated employment and wage verification (VOE) and HR support services. Jason launched UCA in 2005 after spending nearly a decade in senior leadership roles for two of the largest UI/VOE firms in the country at the time.
Since its founding, UCA has experienced nearly two decades of consistent growth through organic sales, new service offerings, regional acquisitions, and strategic industry partnerships. The firm currently represents over 500 employers nationwide, ranging from Fortune 50 customers with 200,000 employees to small businesses with less than 50 employees. Under Jason’s leadership, UCA has become an innovator responsive to the ever-changing landscape of labor and employment issues that face modern business, while maintaining an industry-best 97.4% win-rate for protestable claims among Third Party Administrators (TPAs).
UCA’s services and programs are tailored to the unique and specific needs of its clients, combining a deep knowledge of legal and tax considerations with a high-touch personalized service model and best-in-class tech solutions. The firm is positioned for dramatic growth in the dynamic environment of post-pandemic U.S. unemployment policy.
Jason attended the University of Utah in Salt Lake City, as well as the University of Central Oklahoma studying finance and accounting. He is a member of the Board of Directors for the California Dance Institute, (CDI) an in-school and after-school non-profit arts education program that teaches life and learning skills through dance and music. A father of three young adults, an avid fly fisherman, golfer and artist, Jason resides in Southern Orange County, California.
